Overview

Stepping into governance can feel unclear and inaccessible, particularly for women navigating pathways that are often informal, network-driven and shaped by unspoken expectations.  Yet strong governance is built, not inherited, and capability develops through learning, experience, support and opportunity.  

Drawing on research with more than 100 directors, we will explore how women in Aotearoa New Zealand can build the confidence, capability and visibility needed to step into governance.

Hosted by the Institute of Directors and the Manatū Wāhine Ministry for Women, the session features Judene Edgar MNZM CMInstD sharing insights from her Masters research combining survey findings and interviews with Māori and Pasifika wāhine leaders.

The discussion will explore:

  • how governance capability develops over time
  • the barriers women continue to face in accessing governance opportunities
  • the role of mentoring, sponsorship and governance learning
  • practical ways to build confidence, readiness and visibility for board roles
  • how boards and organisations can create more inclusive governance pathways

Attendees will also be introduced to practical governance tools, professional development resources and approaches that can support ongoing governance growth and board readiness.

Judene Edgar 

CMInstD

Judene is a Principal Governance Advisor with the Institute of Directors’ Governance Leadership Centre and Chapter Zero New Zealand lead, providing research and best practice advice, guidance and advocacy for directors. She is Chair of the Nelson Historic Theatre Trust, Deputy Chair the Rātā Foundation and a trustee of Network Tasman Trust.

Prior to joining the IoD she ran her own consultancy for over 20 years specialising in governance, policy, strategy and communications working across a wide range of sectors including housing, health, solid waste, aviation, energy, not-for-profit and infrastructure.  

Judene was made a Member of the New Zealand Order of Merit for services to governance, local government and the community in the 2026 New Year Honours. She was a local government elected member for 12 years and a director on a range of private and public entity boards. She has a background in behavioural science and communications and is a Chartered Member of the Institute of Directors.
