Overview

In a low-growth environment, governing in the infrastructure sector requires deliberate choices about where value is created, how capital is allocated, and how performance is measured.

Join us for a panel discussion with experienced directors from major infrastructure organisations, including Watercare and City Rail Link. Our panellists will share practical insights from their own experience, including how boards can balance discipline with ambition, sequence investment decisions, and respond should results fall short.

This session will explore how infrastructure boards are navigating long investment horizons, public expectations and funding constraints, while still delivering sustainable growth. It will also examine the role of data, technology and capability in lifting productivity and supporting better decision-making.

Designed for directors across all sectors, this conversation will provide real-world perspectives on governing for growth in complex, capital-intensive environments.

Anne Urlwin

CFInstD

Anne Urlwin is a Chartered Fellow of the Institute of Directors, Standards Committee chair, Wellington Branch Committee member, and a representative on the National Council. A professional director, Anne divides her time between Wanaka and Wellington. Her governance experience is in a diverse range of sectors including energy, construction, health, telecommunications, infrastructure, regulation and financial services, and in different organisations including private, publicly listed, Crown and local authority companies and statutory entities.

Anne is chair of Precinct Properties New Zealand Ltd, a director of City Rail Link Ltd, Infratil Ltd, Vector Ltd and Ventia Services Group Ltd.  Anne is an establishment member of the NZX Corporate Governance Institute. She is a former director of Summerset Group Holdings Ltd, Queenstown Airport Corporation Ltd, Tilt Renewables Ltd, Chorus Ltd, and Steel & Tube Holdings Ltd, and a former chair of national commercial construction group Naylor Love Enterprises Ltd and of the New Zealand Blood Service.

Gráinne Troute

CFInstD

Gráinne is the IoD’s Auckland Branch Chair and sits on IoD Council. She is currently a director of NZX-listed companies Tourism Holdings, Summerset Group and Investore Property Ltd and is an independent board member of the legal firm Duncan Cotterill and the New Zealand Automobile Association. She is also an appointed member of the NZX’s Corporate Governance Institute. In the not-for-profit sector, she has chaired Tourism Industry Aotearoa (during which time she also co-chaired the government’s Tourism Industry Transformation Plan) and Ronald McDonald House Charities. She is a Chartered Fellow of the Institute of Directors.

Prior to her governance career, Grainne had many years’ experience in senior executive roles, including as General Manager of Corporate Services at SKYCITY Entertainment Group and as Managing Director of McDonald’s Restaurants NZ.

Julian Smith

CMInstD

Julian retired from his executive career in 2019 as the Chief Customer Officer for Meridian Energy where he was responsible for $1.2b in revenue and a team of 400.

His executive career saw him hold a number of senior executive roles in the utilities, internet/digital, financial services, telecommunications sectors as well as central government. 

Julian is an independent director for Watercare Services in Auckland and is a board trustee for The Auckland Philharmonia Orchestra and for the Look Good Feel Better cancer charity. He also sits on the advisory board for Vadacom, a New Zealand-based software developer and telco.

A strategy and customer experience expert with extensive marketing and corporate affairs credentials, Julian is an adept communications and digital services expert and has worked in international markets across Asia, Australasia, the Middle East and the UK.

Julian is especially interested in emerging governance trends and development around climate change, Te Mana o te Wai, Agile governance, complex business transformation and capital project oversight.
