Overview

As part of Te Tiriti o Waitangi settlement process a Post Settlement Governance Entity (PSGE) has emerged as the body that receives and manages the settlement proceeds for the benefit of the claimant group (Iwi or hāpu).

A PSGE is a western construct (built to operate in a western system), this has created some challenges for hāpu and Iwi that often grapple with navigating between western legalities related to this structure and tikanga – traditional rules of being and doing for Māori.

This session is a kōrero about the role of tikanga in the PSGE age with three prominent Rangatira.

This is a topical and informative session that will be enlightening for those who are already part of the PSGE governance environment and those wishing to better understand the complexities that surround such entities.

Facilitated by Julia Steenson MInstD (Ngāti Whātua, Tainui, Ngāti Hine). There will be an opportunity for audience Q & A.

Ngati Porou, Ngāti Rangitihi

“E noho koe ki te ngaki i nga werawera a o matua tipuna mo nga uri whakatipu”.

Whaimutu Dewes, of Ngati Porou and Ngati Rangitihi descent, is constantly reminded of the strictures of his elders to realise the aspirations of the people for the generations that follow has an intense interest in the role of economics and governance in New Zealand and Maori economic development.

He is Chairman of Ngati Porou Forests Group, a member of the boards of Taumata Maori (Adjunct to Sport NZ Ihi Aotearoa), High Value Nutrition(NSC) and Transpower NZ. 

Previous governance roles include the Chair of Ngati Porou Seafoods, Aotearoa Fisheries and Sealord, and directorships of Contact Energy, Ngati Porou Holding Company, Housing New Zealand, Television New Zealand and the Advisory Boards to the Treasury, Department of Corrections and to AMP.

Whaimutu has worked for the departments of Justice (legislation formulation) and Maori Affairs (general counsel) for 10 years in the legal section and 5 years with Fletcher Challenge in business development.  He has also been in the establishment and a member of the boards of Te Runanga o Ngati Porou and Te Ohu Kai Moana.

A strong advocate of the revitalisation of te reo Maori, Whaimutu regards the fact he and his wife Judy have raised their children to be fluent in the Maori and English languages and to see that continued with their mokopuna to be one of their life highlights.

Leesah Murray
Ngāti Maniapoto, Ngāti Tūwharetoa

Leesah has acquired a comprehensive understanding of operations from an executive and governance level through various roles such as CEO, General Manager, Executive director, and Head of Executive Operations, to name a few.

Leesah has a vast range of personal experiences and achievements ranging from representing as a director, co-chair or member on various committees within her iwi, to developing an award-winning wellness programme designed to improve the health of employees.

Coupled with her iwi governance roles, Leesah is an Independent director for Te Waka, the Waikato Economic Development Agency and a Future Director for Southbase Construction.

Leesah is also a director/shareholder of Global Iwi Ltd which offers specialist advice in people capital and strategic alignment, while underpinning outcomes using a cultural and values lens to solidify company policy and strategy.

Currently, Leesah is the Chief Executive Officer for the Independent Māori Statutory Board in Tāmaki Makaurau (Auckland), a diligent organisation in the largest city of New Zealand, that promotes cultural, economic, environmental and social issues, and improvement of outcomes for Māori in Tāmaki Makaurau.

Dr Jim Mather CFInstD
Ngāti Awa, Ngāi Tūhoe

Dr Jim Mather is of Ngāti Awa, Ngāi Tūhoe and English descent, growing up in the communities of Te Teko, Ōtara and Māngere.

A Chartered Accountant with the Chartered Accountants of New Zealand/Australia and Chartered Member of the Institute of Directors (IoD), Jim has been a professional director and the founder of a specialist Māori development consultancy, holding a Masters of Business Administration from the Henley Business School in England and a Bachelor of Business Studies (Accounting). He also completed a PhD in Māori economic development through AUT University in 2014.

With business management experience spanning 25 years, Jim has held a variety of private sector roles and currently holds numerous governance roles within private, government and iwi organisations.  In 2018 he completed his final Chief Executive role with Te Wānanga o Aotearoa (New Zealand’s second largest tertiary institution) after a 5-year term. This followed a 9-year tenure as Chief Executive of Māori Television, and prior to that he was Chief Executive of the Pacific Business Trust for almost three years.

Jim is passionate about Māori development and contributing to the strengthening of all entities that he is entrusted to support in either advisory or governance roles.

Aligned with his commercial background, Jim is also a former officer in the New Zealand Army, and was awarded the Sword of Honour in recognition of his distinguished achievements in Officer training. He served for six years in the NZ Army before leaving to further his career and educational aspirations.

Julia Steenson MInstD
Ngāti Whātua, Tainui, Ngāti Hine

As a director, trustee, lawyer, and former Royal Commissioner, Julia brings a broad range of skills the committee, including a wide range of networks to assist with organising diverse events.

She currently sits on Youth Horizons/Kia Puawai Trust and is a director of Whai Manawa Holdings Group for Te Runanga o Ngāti Whātua.  She is also on the board of Ngāti Whātua o Ōrākei Trust.

Among her former roles, Julia has been chair of the Kia Puawai Charitable Trust Waikato, and General Counsel for Te Wānanga o Aotearoa (TWoA). She founded the NZFreeLaw Podcast providing better access to legal services for New Zealanders.
