RUSSELL LOW

Russell is a tri-sector leader with deep leadership experience across the business, government, and non-profit sectors. He brings extensive boardroom expertise and a strong track record of working effectively across cultures and complex operating environments. 

He is currently President and Singapore Country Head of the Clermont Group, an international investment firm founded by New Zealand entrepreneur Richard Chandler. Russell previously served as Chairman of Hoan My Medical Corporation, Vietnam’s largest private healthcare group, which serves over five million patients annually through its 14 hospitals and 5,000 employees. 

He also serves on the boards of several leading non-profits, including the Chandler Foundation—an organisation focused on building cultures of integrity in nations—and the Chandler Institute of Justice, a law reform institute headquartered in Cape Town, South Africa. 

A former judicial officer of the Singapore Supreme Court and a State Counsel at the Attorney-General’s Chambers, Russell holds Bachelor’s degrees in law and business from Singapore Management University, and Master’s degrees in public administration from Columbia University and public policy from the Lee Kuan Yew School of Public Policy. He is known for his clear-headed governance, strategic foresight, and ability to drive operational excellence.
